The LIWAY program employs an integrated, systems-based approach to fostering inclusive economic growth and employment opportunities in Addis Ababa. It is structured around multiple interconnected market systems—namely, the labour, MSE (Micro and Small Enterprises), MLE (Medium and Large Enterprises), and skills systems. Each system plays a vital role in creating a conducive environment for job creation, enterprise development, and skill enhancement, which collectively contribute to reducing poverty and empowering women and youth. The labour system focuses on generating wage and self-employment opportunities, leveraging digital platforms and job-matching mechanisms. The MSE system enhances the operational capacity and market access for small businesses, while the MLE system targets larger enterprises for growth and sustainability. Lastly, the skills system aims to build relevant technical and entrepreneurial competencies among vulnerable groups, ensuring they can capitalize on employment and enterprise opportunities created within the other systems.

 


These systems are deeply interconnected, creating a synergistic effect that amplifies overall impact. For example, the skills system provides the trained workforce needed by the labour and enterprise systems, while the MSE and MLE systems expand the market opportunities for businesses that, in turn, generate more employment and income. Digital platforms and innovative financial mechanisms facilitate access to markets and capital across all systems, fostering an environment where systemic interventions reinforce one another effectively. Through this interconnected approach, LIWAY’s interventions have scaled results, increased inclusivity, and contributed to sustainable economic development by addressing multiple bottlenecks simultaneously and ensuring a holistic transformation of the local economic landscape.
